Special Well and Boring Construction Area
Memo
The Special Well and Boring Construction Area (SWBCA) covering parts of Baytown Township, West Lakeland Township, and the cities of Bayport and Lake Elmo Special Well and Boring Construction Area (SWBCA) went into effect on May 6, 1988, and was revised on March 30, 2005 and January 8, 2025. Construction, repair, and sealing of regulated wells and borings within the SWBCA may only take place in accordance with the conditions and requirements set forth in the SWBCA memo below.

Boundary
Effective January 8, 2025, the SWBCA covers the following areas within Baytown Township, West Lakeland Township, and the cities of Lake Elmo and Bayport in Washington County:
- South ½ of Sections 7 and 8; Sections 9, 10, 11, 14, 15, 16, 17, 18; North ½ of Section 19; Sections 20, 21, 22, 23; and North ½ of Section 28, Township 29 North, Range 20 West; and
- Section 13 and Northeast ¼ of Section 24, Township 29 North, Range 21 West.
