We will no longer be listing new reports each month in the first HuBERT Hints. Please instead look to the Weekly Update for information about new reports available in Infoview or on the MDH WIC website.

TIP! REPORTS NOT REFRESHING WHEN RUN IN INFOVIEW?
If reports don’t appear to be refreshing when you click the “Run” icon in the PROMPTS section of Infoview, try selecting the dropdown arrow next to the Refresh icon on the toolbar and selecting Refresh All.
Most reports have multiple queries (in the print screen above, the queries are named “Benefits” and “Count”) and sometimes one query or another may not be updating correctly when just clicking “Run”.

NEW MONTHLY PARTICIPATION BY AGENCY AND CLINICS REPORT AVAILABLE ON MDH WIC WEBSITE
Currently, we post the Cumulative Monthly report for Federal Fiscal Years 2020-2023 on the Monthly Participation page of the MDH WIC website. This provides the participation count for closed-out months by Grantee.
A few local agencies have indicated a need for a monthly participation count by agency to also be available on the website. This would assist with requests from their finance department so that they can direct their financial people to the website instead of having to run the Year-to-Date Participation report in Infoview for them.
We have created a modified version of the Year-to-Date Participation Infoview report. It provides a monthly participation count by agency and clinic. The Infoview report will be run by the State Office the week after End-of-Month (EOM) and posted to the Monthly Participation webpage by the end of that week. EOM is usually run on the weekend of, or after, the 15th of the month.
To navigate to the Monthly Participation page:
- Open the MDH WIC home page at: https://www.health.state.mn.us/people/wic/index.html.
- Select Local Agencies from the left navigational toolbar.
- Click Monthly Participation (found 4 sections down in the right column).
This Infoview template, YEAR-TO-DATE PARTICIPATION BY AGENCY AND CLINIC – STATEWIDE, can also be run, at any time, by a staff person with access to Infoview.

MONITORING ISSUANCE OF INCORRECT CVB AMOUNT
Local Agencies should use the PARTICIPANTS NOT ISSUED INCREASED CVBs BY ISSUED DATE report to ensure participants are being issued the increased CVB amount.
This report template is found in the INFOVIEW TEMPLATES >> Agency Management >> Audits/Charts Review folder and allows you to identify participants incorrectly issued benefits after 10/1/2022 with $9, $11, and $17.50 CVBs, as well as the staff who issued them and may require more training.

MDH WIC Website Clean-up - Monthly Participation
As part of the MDH WIC website "clean up" effort, the initial monthly participation reports will no longer be posted to the MDH WIC website. The FY2022, FY2021 and FY2020 Cumulative Summary Monthly reports will continue to be available on the WIC Monthly Participation page.
You can find previous FFY Cumulative Monthly reports in the Infoview >> ANNUAL REPORTS >> Year >> Participation folder. For current participation, you can run the Year-to-Date Participation and Outlays report in the HuBERT State Office – Reports Environment or the Infoview Year-to-Date Participation report template found in the INFOVIEW TEMPLATES >> Counts >> Monthly Participation folder.

MDH WIC Website Clean-up - Will Retain At Least 3 Years of Reports
The MDH WIC website report pages are being "cleaned up". All reports prior to 2019 are in the process of being moved to the appropriate ANNUAL REPORTS folder in Infoview. Reports for 2019 to the current year, as well as trend reports, will continue to be available on the MDH WIC Reports & Data pages.

Issued Contract Formula on Future Benefits
A new Infoview template, ISSUED CONTRACT FORMULA ON FUTURE BENEFITS, found in the INFOVIEW TEMPLATES >> Food & Formula folder, was requested by an agency attempting to identify participants that may have been issued future benefits with incorrect quantities after using the Food Adjustment Wizard. More information about this issue can be found in the March 2022 HuBERT Hints #2 (PDF).
Although there isn’t any way to specifically identify these participants with a report, this template provides a list of participants issued benefits by the specified agency during the specified issuance dates who meet the following criteria:
- PFDTU > Issued Date (future food package or could also be early issuance)
- Formula Type = Contract
The output includes Clinic ID, HHID, SWID, DOB, Age (in months), BF Amt (at time of issuance), Cans Issued, Formula, Issued Date, PFDTU, Telephone # and Auth Rep.
The output can be exported to Excel and organized/sorted however it might be easiest to review. Scrolling through the list, it is relatively apparent which participants, based on age and BF amount, may not be receiving the correct amount on their future benefits.

Do Not Start Certifications Unless They Can Be Finished on the Same Date
While running some reports we noticed that there have been a greater number of incomplete certifications or unfinished certification attempts in HuBERT. These are certifications that have been started and are not completed on the same date. Though we recognize this can sometimes occur due to participant circumstances, it should not be a common practice to try to meet Separation of Duties requirements. This practice can greatly impact the accuracy of all Infoview reports providing information about certifications.
Explanation: When a Certification Guided Script is first opened, the date is stored in the Certstartdate field in the CERTCONTACT table. When it is completed, the date is again saved, but this time as the Certeffectivedate. When the certification is started and completed on the same date, the Certstartdate and Certeffectivedate match.
Every time a pseudo-cert is created, a new record is created whereby the Certeffectivedate is changed to reflect the date of the pseudo-cert. When this occurs, the certification record has a Certeffectivedate that is no longer equal to the Certstartdate. For reporting purposes, we identify a certification using the simple criterion that the Certstartdate is equal to the Certeffectivedate in order to exclude pseudo-certs. Therefore, when a cert is started on one date and completed on another, the certification is not included in any of the report outputs.
Therefore, we strongly encourage you to only start a certification if it can be completed on the same date.

Participants Issued Increased CVB Incorrectly Displaying on PARTICIPANTS NOT ISSUED INCREASED CVB Output
The PARTICIPANTS NOT ISSUED INCREASED CVB template is a simple report developed to assist you with identifying participants who will need to have their CVB amount increased for benefits already issued for November and December. It identifies the CVB food item by ID number and displays the amount of the CVB on the output.
We have been notified by a couple of agencies of a few participants displaying on the output even though they have been issued the increased CVB amount. This appears to be a random issue with the system saving the incorrect food item ID with the increased amount.
At this time, we don’t intend to modify the report. Instead, please disregard any participants that display in the output with the correct increased amount. (NOTE: if exported to Excel, you could filter out these participants.)

Cash-Value Benefit (CVB) Redemption Reports
This is a reminder that there are two Infoview templates that currently provide eWIC CVB redemption information:
- Monthly Cash-Value Benefit Redemption – a monthly statewide report by agency and participation month that provides a count and percentage of households with 100%, partial and no redemption of CVBs.
- Monthly Cash-Value Benefit Redemption for Households at a Specified Agency – a list of households issued CVBs including amount issued, redeemed and percentage redeemed, as well as total counts and percentages of household with 100%, partial and no redemption of CVBs.
The State intends to provide annual redemption information once a full year of eWIC data is available. This data should be available spring of 2021 for CY 2020.

Plans for Food Category Redemption Data
The State is planning to review statewide-level food category redemption data sometime late Summer 2020 when the redemption information is more complete. At this time, we aren't planning to break it down to agency level, at least until we can assess the data and whether it would make sense to do so.
However, we do know that we will not be providing food-category redemption data at an individual level. If your agency wants to assess this, one suggestion would be to review the Transaction History to see if there are "Expired" benefits since these are the food items and quantities not purchased for a benefit month. This might help initiate a conversation with the participant about whether they were having difficulty finding or purchasing certain foods at the store. (Please note that information about expired benefits found in the Transaction History is pulled directly from the WIC Processor's system and is not something stored in HuBERT or available for reporting using Infoview.)
New data and reports are regularly added to the MDH WIC website and Infoview. You can look to each month's first HuBERT Hints to provide an overview of the new information available.

Exporting Infoview Reports with Input Controls to Excel
An agency reported that when they exported an Infoview report output to Excel, the options they selected for the Input Control (which functions to further filter the output) were not displaying. It appears that if an Infoview report has Input Controls and is exported to Excel, you may need to select the Prioritize the formatting of documents radio button on the Export interface for the output to display the selected Input Control options correctly
For example, the Daily Appointments output can be filtered by Resource using the Input Control, which means it will only display appointments scheduled for the selected Resource. If exporting to Excel, the output may revert back to all records, instead of just those scheduled for the selected Resource, if the Prioritize the formatting of document radio button is NOT selected and it is exported to Excel.

New Export Interface in Infoview
Infoview was updated to a new version, Infoview 4.2, on Friday, September 27, 2019. Although the changes should be minimal, we've identified one change: the Export function that allows users to export the report to PDF, Excel or CSV now has an interface.
The default is to export all tabs of the report to PDF.
In the Select section at the top of the interface, the title of each tab displays within the box. If you want to export only specific report tabs, you can click the Select All checkbox to deselect the checkboxes, then click the checkbox next to the tab(s) you want to export.
The File Type drop-down has the same options as previously:
The options provided below File Type are specific to the type selected.

Issues with Infoview and Chrome (Internet Browser)
Chrome Version 75, which was just released, appears to be causing an issue with Infoview whereby when you open a report, Infoview creates the tab with the report name but only a white screen displays and the blue cursor wheel spins without ever refreshing the report.
The workaround, if you prefer to use Chrome, is to:
- Click anywhere on the white area where the report should display
- Type: Ctrl + S
- Click the Refresh icon

Risk Factor Changes and Infoview Report Templates
Risk factors that have had Federally-mandated name or definition changes can affect the accuracy of Infoview report templates found in the INFOVIEW TEMPLATES >> Risk Factor folder. If an Infoview template requires you to enter risk factor code(s), you will need to enter both the risk factor code and its deactivated code to ensure the accuracy of the report’s output.
Explanation: When risk factors are changed or deactivated due to Federally-mandated description or definition changes, the previously assigned risk factors are made inactive, and maintained in the participant's history, by adding a "Z" to the risk factor code. For example, in November 2017, Risk Factors 113 and 114 underwent description changes. When this occurred, if a participant was assigned 113 or 114 prior to November 2017, the risk factor in the participant’s record was changed to 113Z or 114Z.
If you aren’t sure if a risk factor has ever been deactivated you can use the Risk Factor Reference tab found in all Infoview templates that require a risk factor code to be entered into a PROMPT.
Infoview templates that have RF 113 and/or 114 hard-coded into the queries have been revised to include 113Z and 114Z.

Running Reports for Risk Factors 135 or 332 after October 1, 2016 (Release 2.26)
Description: The names and criteria for risk factors 135 - Inadequate Growth and 332 - Closely Spaced Pregnancies were changed in Release 2.26. Due to this, these risk factors were deactivated on October 1, 2016 and their codes changed to 135Z and 332Z. Infoview report run for these risk factors will need to specify the new code, 135Z or 332Z, to obtain any records for assignment of these risk factors prior to October 1, 2016.

Report: Participant Chart Audit Report (OPR051) Is Generated Regardless of Whether Specified Sample Size Is Met
When the Participant Chart Audit report is run, all participants who meet the specified criteria
- WIC Category
- Certified at selected Agency/Clinic
- During specified FFY
…are included in the Randomizing Routine.
For each Min. Percent or Min. Number value specified, participants included in the initial Randomizing Routine are selected at random until the minimum threshold is met or no more participants belonging to that WIC Category remain.
Once all minimum requirements are met, the remaining participants are again selected at random until the Total Sample Size is reached.
If there aren't enough participants included in the initial randomizing routine to fulfill the specified Total Sample Size value or the specified Min. Percent or Min. Number values, the system will NOT DISPLAY any messages and the report will continue to be generated as if there were enough participants to meet the requirements.

Reports Environment Also Installs Releases
This is just a reminder that when a Release is installed on Production, it is also installed on the Reports Environment. The first time you access the Reports Environment after a release is implemented, the system will automatically install the Release (just like Production).

How Do I Monitor Daily Participation Counts?
Use the Year-to-date Participation and Outlays in State Office Reports Environment
This is the only HuBERT report that will provide your agency's month-to-date participation; use this report to print your daily count. The report displays the WIC fiscal year (October – September) and consists of two pages (use the arrow icons in the top left corner when displayed on screen). All references to Outlays can be ignored for participation purposes.
Some definitions:
Column Headers:
- C/O = months that have been closed out; a month's closeout occurs after 60 days
- 30DY = EOM has been run but not closed out yet
- ISSD = EOM has been run for that month (initial)
- OPEN = EOM has NOT run for that month
Row Names:
- Women/Infants Part. BF > Max = Mostly-breastfeeding
- Women/Infants Part. BF < Max = Some-breastfeeding

Factors that Impact Participation Count
EOM:
- This report is affected by the End-of-Month (EOM) process that currently runs between the 15th and 20th of each month.
- EOM adds participants without food packages (FBF Infants < 6 months old and Some-BF women > 6 months postpartum) to the count. These participants are counted at the clinic at which they were originally certified.
Late Issuance: Your count will continue to increase for the previous month due to late issuance since participants can receive benefits up until the day before their next set begins.
Tri-Monthly Issuance: Even though benefits are issued tri-monthly, the report will only show a count up to the current month; you cannot run the report for future months.
