Request for Proposals: Sexual and Reproductive Health Services

Purpose

The Sexual and Reproductive Health Services (SRHS) is a grant program that was originally established by the Minnesota Legislature in 1978 as the Family Planning Special Projects (FPSP) program and revised in Minnesota Statute 145.925 during the 2023 legislative session. The 2023 revisions included a name change to better reflect the program’s purpose to increase access to sexual and reproductive health services. SRHS funds are appropriated biannually by the Minnesota Legislature to fund preconception sexual and reproductive health programs throughout the State of Minnesota.

The SRHS grant provides funds to address barriers for people who experience difficulties in accessing sexual and reproductive health services due to (or because of):

• Poverty
• Racial and ethnic discrimination
• Gender identity discrimination
• Sexual orientation discrimination
• Disability status
• Lack of insurance, or transportation
• Geographic location
• Language
• Age
• Concerns about confidentiality

Funding

Funding will be allocated through a competitive process. An estimated total of $7,147,125 is available annually for a four-year grant period beginning Jan. 1, 2024, and ending Dec. 31, 2027.

Funding for this RFP is comprised of two tracks:

Eligible Organizations

The Minnesota Department of Health (MDH) seeks proposals from Tribal Nations, community health boards (CHBs), 501 (c)(3) nonprofit organizations, and currently funded FPSP grantees.

Deadlines

Questions and Answers

Questions regarding this RFP will be answered within 48 hours starting Sept. 25, 2023. Questions must be submitted via email to fpsp@state.mn.us. In the subject line of the email, include the phrase: “SRHS RFP Question.” The deadline to submit questions is 5:00 p.m. CST on Wednesday, Oct. 25, 2023. MDH will post the list of questions received during the information webinars and sent via email along with MDH responses on this website.
