Working Group on Violence Against Asian Women and Children Goals and Roles

Project Title

Working Group on Violence Against Asian Women and Children

Project Goals

  1. Establish baseline information on the nature, scope and prevalence of violence against Asian women and children in Minnesota through qualitative and quantitative data gathering and analysis.
  2. Submit a report with recommendations on how to address and prevent violence against Asian women and children in Minnesota by January 1, 2017.

Roles and Responsibilities

MDH: Project Lead
Oversee the grant program including setting up the Working Group from the Legislature, RFP process to identify a vendor to work with the Working group, manage the contract(s) and process financial payments to various individuals and entities.

CAPM: Project Advisors
Provide data and expertise on AAPI communities and cultures, engage AAPI communities and stakeholders throughout this project and write their own report (separate from the Working Group report) to the Legislature by February 15, 2017.

DHS: Project Advisors
Provide data and expertise on services for victims of violence and other areas such as housing, child protection, child support and emergency resources.

Public Safety: Project Advisors
Provide data and expertise on law enforcement intervention, establishing mechanisms for prevention of violence against women, education on public safety and raising public awareness about the issue of violence against Asian women and children.

MDH Contractor: Rainbow Research
Responsible for coordinating all the Working Group activities including organizing, convening and facilitating the Working Group meetings, note-taking, collecting and analyzing data and completing the report as required by the Legislature.

The Working Group: Project Advisory Committee
Advise and make key decisions on research design and provide insight on cultural practices; submit recommendations and draft legislation necessary to implement the recommendations to the commissioners of health, human Services, and public safety, and the Council on Asian-Pacific Minnesotans by January 1, 2017.
