Lead Service Line (LSL) Replacement Funding Program
For Minnesota Public Water Systems
Minnesota is providing funding to Public Water Systems (PWS) to replace lead service lines (LSL) connected to their distribution system through the Minnesota Drinking Water Revolving Fund (DWRF). The DWRF program utilizes funding from the 2023 Minnesota Legislature and from the federal Infrastructure Investment and Jobs Act.
Private residents are NOT eligible to apply for funding through the DWRF. The PWS applies for the funding and administers the project regardless of the ownership of the service lines.
How to apply for LSL funding
Projects pursuing funding in 2026 should follow steps 1 and 2 below now by the applicable deadlines in May and June 2025.
Step 1 to acquire LSL replacement funding: PPL
- The first step to acquiring funding for LSL replacement projects is to apply to the MDH Project Priority List (PPL).
- Applications for the PPL are accepted on an annual rolling basis with the application due on the first Friday in May.
- Applications for the next round of funding (2026 PPL) are due on Friday May 2, 2025.
- MDH has developed an application form to submit LSL replacement projects to the PPL:
- Completed applications must be sent to Health.DWRFApplication@state.mn.us by Friday May 2, 2025.

Prioritization plan:
A Prioritization Plan is required based on the PPL application form. MDH has developed an online tool that can be used by the project proposer to prioritize replacements based on elevated blood lead levels, areas with children under age 5 and income data. Step 2 to acquire LSL replacement funding: IUP
- The second step to acquiring funding for LSL replacement projects is to apply to the Minnesota Public Facilities Authority (MPFA) Intended Use Plan (IUP).
- Applications for the IUP are accepted on an annual rolling basis with the application due on the first Friday in June.
- Applications for the next round of funding (2026 IUP) are due on Friday June 6, 2025.
- MPFA has developed an application form to submit LSL replacement projects to the IUP.
- The application can be found at Minnesota Public Facilities Authority 2026 Intended Use Plan Request Form - CWRF, DWRF, IIJA.
- Completed applications must submitted by Friday June 6, 2025.
Step 3 to LSL replacement funding: MDH certification
- Once a project is listed on the approved IUP, it can pursue MDH certification.
- The most recent Drinking Water Revolving Fund 2025 Intended Use Plan (PDF) describes projects eligible for funding for 2025.
- Projects on the 2025 IUP pursuing construction in 2025 must submit the applicable MDH certification information to MDH by March 31, 2025.
- Complete the applicable form below and submit it with the other applicable documentation to corey.mathisen@state.mn.us by March 31, 2025.
- Projects producing engineering plans and specifications for bidding should use Lead Service Line Project Plan Submittal Guide (Plans and Specs)(PDF).
